This coat is pre cool. it fits slim and longish. its pre waterproof like for 5k it works good enough all around i think its a good deal

you really shouldn't go below 10 K in breathability waterproofing, with this coat your probably gonna get wet and cold more easily and will need more layers underneath. I have a 20 K jacket and wear only 1 layer except for when the temps drop below 0 and i never have a problem staying warm

no its not cheap at all it actually wicks water really good. and it does not have a powder skirt and it fits slimmer and kinda longish
