My son loved his red Burton explorer pants the moment they arrived. He could not wait to wear them skiing, so he has been wearing them as pj bottoms. We just got back from skiing in Utah. He wore the Burton Explorers as his base layer and he never complained once about being cold (temperatures around 20 degrees). The Burton Explorer Pants (and top) were a fabulous find!

I would say medium. You could go large if you want him to wear it for a couple years. Don't worry about the length, if they are too long, just fold them up so the shins will be double covered. Medium is the size I would go for though.
My Son LOVES these! It fits looser than underarmor which for an active kid that doesn't like to feel as if he's wearing a girdle this fits the bill perfectly PLUS they look cool. No worries coming in from outside after a day with his buds. He yanks off the snow pants and struts his explorer pants.
