Its a leash! One end attaches to my longboard and the other end attaches to my leg. Sometimes people surf without leashes which I don't mind so much until their board flies in and knocks my kid over. So when I surf I like to have a leash. Its polite. And it is safer for me I think.
What makes this leash cool is that its long, for my long board. It also has really nice swivel points at the joints so it doesn't get all tangled and crazy like the leash on the board you borrowed from your brother 15 years ago did.
All in all its a great leash!
