If you are in the half size region I would suggest going down to the next whole size. They are slip ons and will stretch . They will be a little tight at first but after the stretch in period they will fit just fine. If you are right on the whole size, then go with the whole size you are measured out to.

Temperature rating is too subjective based on what the customer is used to. A customer might feel comfortable in -30 degrees if they are used to it, but a customer who isn't used to -30 degrees may need something a little more heavy duty as well as many extra layers to stay warm.

They will run true to size. For street shoes to allow your toes to stretch out when you stride I would suggest going up a 1/2 size. So if you are measured at a 8, then go with a 8.5.
