If I wear size 13 boots, can i ride this board without any drag? or should i just look into a wide board instead?

Nope... Upgrade to the Bullet, same board just wider. You need at least a 26.0cm waist width with a size 13 boot or you're going to get toe drag. If you're really set on this board you can get a pair of elevator plates to put on it so you don't get toe drag. http://www.dogfunk.com/snowboard/Burton-Snowboard-Binding-Elevator/BUR1731M.html
