is this jacket more of a shell or is it pretty insulated? I live in South Dakota and it can get frigid here. Also, does anyone know if the bottom rides up from the ribbing?

it is more of a shell kinda i wear a fleece zip up underneath it when i am boarding. And yeah when you are boarding or sking it does tend to ride up. but if you are just getting the jacket for regular use it doesnt ride up.
