I have these same pants in size large and i wear size 33w 32L. They fit perfect with no sag or belt needed. With your length, if you don't sag a bit, it may be a bit short. Xl would fit your length but you'll def need a belt.

I wear about a 30w 32L and small is perfect. So uhh..... dont get a small. I'm pretty willing to bet a medium will work for you.
