Well, shells will definitely block wind and moisture, so if you layer properly you can be warm in the coldest of conditions. If you are looking for a jacket you can wear if your going for a snowy walk with some friends or hopping around town, I might suggest getting a warmer jacket. If your shredding on a 23 degree day, your going to be putting out some body heat, so with a baselayer, midlayer, and a shell, you should be OK. If you get cold really easily, look for a jacket with some polyfill insulation, this means low bulk with high warmth! Good Luck CT
