I'm 5'5" and about 128. Should I get a medium or a small? I usually wear smalls... but I really don't want this jacket to be to tight because I'm going to be using it for skiing and snowboarding.

Well Allison I wear a medium and I’m similar in size. One thing I would say is that if you usually wear smalls in clothing I would just ask yourself this. Are the smalls you wear tight or are they baggy? If they are loose than you would probably wear a small, however, if they are tight I would go for the medium because like you said you want it to be loose for shredding.
