I have last year's SLX and just broke the lower Speed Zone lacing section at the handle. What's the best way to get this replaced? Could it possibly be a warranty issue? Do I need to go through Burton? Other options?

The easiest way is to contact your local shop. They should have the tools and resources to do it for you. If you don't want to do that. Contact Burton warranty services.
