these re also measured in juniors sizing...3-5-7-9. Small is generally a 3 or 5 depending if you are eally small, or boardering on a small / medium

According to the sizing chart provided by Billabong, if you have a 25.5 waist, and 35.5 hips, you are a small. Add 2 inches for each size you size up. Waist is measured at the tiniest part of your waist, around you belly button. Hips is measured around the fullest part of your body at the top of your legs.
