Wrong, if you look at the ankel strap on the restricted cartel's they are kinda like the malivita(think I spelled that right), straps. They are wider in the ends for easy presses and butters.

Nothing, just the color. The Restricted color way is black fad to white. The cartel is awesome, it is one of the most ridden bindings out there.
