So they don't have a ton of extra base material on one color Capita rotates the color scheme. This means some of the boards are black on blue and others are blue on black. It basically is Capita making sure they cut down on waste and costs, if they didn't rotate base colors they'd have a huge stack of blue scrap base and they'd be out of black or something like that.
