It says there's an adjustable inner waistband. Is it like the waist gaiter on the Special Blend Annex?

No, it's not like the waist gaiter on the Annex. The adjustable waist band is Velcro tabs inside the waist band so you can tighten the waist if you need. It's not meant to seal out snow as the Annex waist gaiter.
