I have a pair of Hail boots and have been wearing them for 3 months and they are starting to loosen up a bit and I am getting some heal lift. When I bought the boots there were some small "boomerang" pads that can be placed into the boot to help prevent heal lift. Excatly where do they go in the boot and how do they stay there

Take out the inner boot and there will be velcro strips on the sides where they go... yes, they stay there and I had the same problem as you did, my heel was lifting a bit as well without them. After putting them in, I'm getting much more control.
