Im from the Northeast and it gets real cold. it can easily be below 20 and sometimes in the single digits. will this jacket keep me warm with a normal amount of layers?

Yes, the jacket as 40Grams of insulation so as long as your layering you will stay nice, dry, and warm.
You can upgrade to jackets with more insulation but it should not be that necessary.
