Not sure how this should be used

I bought both the torque and the havoc last year. Had a chance to test them at not so extreme temps in France last week. -10c and i was actually really cold in the torque under a burton AK stagger 2l pair of pants. The havoc which is much thinner but tighter felt much warmer.

Not sure if i should have downsized or something, or if this should be worn over something else like an insulator layer.
