Yes this jacket does come with a heater and rechargeable battery. I find it odd it wasn't included in the copy since that's one of the more important features of the jacket. It also does have a powder skirt. The removable liner isn't puffy it is a medium weight fleece hoody that is super comfortable. As for the size I am 5'10" 160lbs. and I would go for the Large. The medium just seems a bit too snug and I like my gear a bit loose and comfy.
