Easy! if you take a look at what you are rolling on, it is a standard wheel and bearing set for skateboards. Go to your local skate shop (usually in the mall) and get your self a new set.
you will also be able to pick maybe better bearings and a harder compound wheels which will last you much longer.

it will cover you ears no problem, hell it could probably be pulled down past your chin

(nice fun problem in Squamish BC)
When I saw this in stores I would have to say it looked to be about a 16" chain but about 3 inches of it on the clasp ring side is standard ring loops so you can just clasp the chain to a lower ring to bring the chain to a smaller size.
I know its not the best answer but even NIXON on their website states the chain size as: ADJUSTABLE
No these particular lenses in these glasses are not.
The same Glasses but with model number:
(RB3379-04) or (RB3379-01) are polarized.
For more info you can check their website. hope this helps man!
Quicksilvers says that this belt will work for a waist size up to a 38" waist.
remember that these belts are Nylon so you just remove then end piece of metal with a flat head screw driver cut to length, melt the end with a lighter so it doesn't fray and squeeze the end cap back on with a pair of pliers.
