More water repellent than cotton, I don't know what you ahve in mind for this but perhaps you should be looking it as a mid layer instead of outerwear. It is intended to be streetwear. If it's going to be wet out, get a rain jacket.
If you're unsure as to which size to get, check the size chart and get a tape measure out and measure your sleeve length as well as chest. Height isn't really even a factor when choosing jackets, for pants, you should familiarize yourself with what inseam/outseam you are. But with track jackets especially, they sit at waist level and are regular to boxy shaped. If you get it, let everyone know which size you got and how it worked out for you. Hope that helps.
