Burton made the Women’s Cantbed exclusively for your EST Binding. The Burton Cantbeds give you 3.5 degrees of canting. What is canting? That means these pads are tilted—thicker on the outside edge and thinner on the inside—which moves your knees toward each other when you ride your snowboard. You ride more naturally with less effort, especially when you have a wider stance. - Fall 2008.

Does Burton or any other manufacturer make a cant bed for a 08 Cartel binding?

As long as your Cartel's are the EST version these will work. Ride makes canted "wedgie" footbeds which come in various angles depending on the model.
