Hey Nolan,
You'll get less than an inch in length per size, so that's not relevant. They will drag when walking through the parking lot regardless of size.

ive had trouble with pants fitting over my boots in the past,

yea they have zippers on the bottom but they should fit over without having to open cause the material is stretchy.
